Budget Highlights 2027 (Personal): What Malaysians Should Know?
Malaysia’s Budget 2027 was presented on 9 October 2026, introducing several proposed measures that could affect personal income tax, household spending, financial assistance and home ownership.
For individuals and families, the key question is simple: How much could these changes save you, and which benefits are you eligible to claim?
Here are the major personal highlights to understand.
1. Higher Individual Income Tax Relief
The proposed individual tax relief increases from RM9,000 to RM12,000, providing an additional RM3,000 in relief.
This could reduce your chargeable income and, depending on your applicable tax rate, lower your income tax payable.
Example: If you qualify for the full additional RM3,000 relief and your marginal tax rate is 19%, your potential tax saving from this relief alone would be RM570, subject to the final rules.
2. Lower Income Tax Rates for Selected Income Brackets
The proposed changes include:
– Chargeable income of RM70,001–RM100,000: tax rate reduced from 19% to 18%.
– Chargeable income of RM100,001–RM150,000: tax rate reduced from 26% to 24%.
– Income above RM1 million: tax rate stated as 30%.
The government estimates that around five million taxpayers could benefit from tax reliefs and rate reductions, with savings of up to RM1,600 a year.
Your actual savings will depend on your chargeable income, applicable tax bands and eligible reliefs.
3. New Tax Relief Opportunities
The Budget highlights several proposed relief categories, including:
– AI subscriptions.
– Pet vaccination and adoption.
– Postnatal care.
– Parent and grandparent care.
– Tuition fees.
– Sports shoes.
However, the qualifying conditions, claim limits and supporting-document requirements must be checked against the final official guidelines before making a claim.
4. Minimum Wage Increase
The proposed minimum wage increases from RM1,700 to RM2,000 per month, effective June 2027.
A RM2,500 wage floor was also highlighted for semi-skilled workers and graduates.
The reported proposal provides an exemption from the RM2,000 rate for MSMEs with annual revenue of RM50 million or less. Employers should verify the precise scope, qualifying conditions and applicable wage categories under the final Minimum Wages Order.
5. Cash Assistance and Household Support
Other proposed measures include:
– Eligible STR recipients receiving up to RM150 per month through SARA.
– Other eligible adults receiving RM100 twice a year.
– Back-to-school assistance increasing to RM200.
– Electricity subsidy protection expanding from 600kWh to 800kWh per month.
Eligibility and payment arrangements may differ between programmers.
6. Stamp Duty Exemption for First-Time Homebuyers
First-time homebuyers could benefit from proposed stamp duty exemptions for qualifying residential property purchases:
– Property priced up to RM500,000: Full stamp duty exemption.
– Property priced above RM500,000 and up to RM750,000: Full exemption on the first RM500,000 and a proposed 50% reduction on the balance.
The announced period covers qualifying agreements signed from 1 January 2027 to 31 December 2030, subject to the final conditions.
For young families planning to buy their first home, this could reduce upfront purchase costs. However, buyers should confirm eligibility and the actual savings with their lawyer before signing.
7. EPF and PTPTN Updates
Other proposed measures include automatic EPF registration at age 18 and full PTPTN repayment deferment for eligible borrowers earning up to RM2,500.
Young adults should understand their EPF registration and contribution obligations early, while eligible PTPTN borrowers should check the official deferment application process.
What Should You Do Now?
1. Review your income and tax reliefs before preparing your next tax return.
2. Keep receipts and supporting documents for any relief you intend to claim.
3. Check your eligibility for cash assistance and household subsidies.
4. If buying your first home, ask your lawyer to confirm the applicable stamp duty exemptions.
5. Follow official announcements from LHDN, the Ministry of Finance, KWSP, PTPTN and other relevant authorities.
